They are basically saying the actions of A, makes B react to those actions, and therefore A is to blame.

In that case, before 7/10, A was the Israeli occupation, B was the 7/10 reaction by Hamas, and therefore A (Israel) is to be blamed for 7/10 and what happened to the Israelis.

That could work, if the principle being used is applied across the whole chain.
